On April 15, 2026, Li Xiangkun, Secretary of the Party Group and Chairman of the Daye Municipal Committee of the Chinese People’s Political Consultative Conference, led a delegation to Liyang City in Jiangsu Province for a focused study tour on advanced practices in the resource utilization of solid waste from the foundry industry. This visit marked the second on-site research mission at the municipal level in Daye, following a previous field trip on March 25 by a delegation headed by Chen Xiaoyan, Deputy Secretary of the Party Working Committee of Jinhu Subdistrict.

 


The inspection team went deep into the front line of enterprise production to gain a comprehensive understanding of Liujing Technology Group’s development history and its full-chain, zero-emission solutions in the field of casting solid waste recycling. They also learned in detail about intelligent production equipment and refined management models, with a particular focus on the replicability and adaptability of casting solid waste treatment technologies, and highly commended the company’s production strength.

 


Following the visit, the two sides engaged in an in-depth discussion on local industrial policies, investment promotion and cooperation priorities, and measures to safeguard the business environment.


Article 489 of the Ecological and Environmental Code of the People’s Republic of China explicitly provides: “Units that generate industrial solid waste shall establish and improve a comprehensive pollution prevention and control responsibility system covering the entire process of industrial solid waste generation, collection, storage, transportation, utilization, and disposal; maintain management records; accurately document relevant information; and implement measures to prevent and control pollution caused by industrial solid waste.”


This provision, for the first time, codifies solid waste management at the national legal level from “End-of-pipe disposal” has been elevated to a statutory responsibility system that covers the entire chain, ensures traceability, and imposes strict accountability—while the responsible entities remain unchanged, every step in the process must be documented, and the final outcomes must be controllable.
